For an upcoming drilling rig construction and reactivation project in Singapore, Peak Ocean is assembling an owner-side PMT. We are seeking a highly experienced Senior Compliance Engineer to serve as a Client Representative in this role.

The Role: Client Representative — Compliance Ownership

As part of the Peak Ocean PMT, you will act strictly in the client's interest, reporting to the Engineering Manager and overseeing the Compliance Engineer/Inspector(s) on site. Your mission is to ensure the asset achieves and maintains full Classification Society, Flag State, and Singapore statutory compliance through construction/reactivation, keeping certification on track for on-time, on-budget handover.

  • Own the project's compliance register, ensuring all Classification Society (ABS/DNV), Flag State, and Singapore statutory requirements are tracked to closure.
  • Lead engagement with Classification Society surveyors and statutory authorities, representing the PMT in survey findings discussions and resolving non-standard approval cases.
  • Review and approve compliance-related engineering submissions before they are issued to Class or statutory bodies.
  • Drive closeout of non-conformance reports (NCRs) and compliance punch items, escalating at-risk items to the Engineering Manager and POG Technical Director.
  • Supervise and mentor the Compliance Engineer/Inspector(s), reviewing their tracking and documentation work.
  • Ensure the certification package required for vessel handover is complete, accurate, and audit-ready ahead of delivery.

Requirements & Qualifications

  • Bachelor's degree in Marine, Mechanical, or Structural Engineering, or a related technical discipline.
  • Minimum 8–10 years of experience in offshore/marine construction, classification, or regulatory compliance, including direct engagement with Classification Societies.
  • Proven track record resolving Class/statutory compliance issues on rig construction, newbuild, or reactivation projects.
  • Deep working knowledge of Classification Society rules (ABS/DNV), IMO/MODU Code, and Singapore Flag State/statutory requirements.
  • Strong leadership, negotiation, and stakeholder management skills.
