For an upcoming drilling rig construction and reactivation project in Singapore, Peak Ocean is assembling an owner-side PMT. We are seeking a highly experienced Engineering Manager to serve as a Client Representative in this role.
The Role: Engineering Team Leadership
As the Engineering Manager, you will act strictly in the client's interest, leading the Mechanical, E&I, Structural, Piping/Pipe Stress, Drilling, Naval Architecture, and Subsea engineering teams within the PMT. Your mission is to translate engineering requirements into constructible, high-quality, and compliant outcomes — coordinating your engineers' day-to-day work and technical interfaces so the asset is delivered on time and within budget. You will report to the Project Director and work closely with the POG Technical Director on matters requiring final technical arbitration.
1. Engineering Team Leadership & Interface Management
- Lead and manage the multidisciplinary team of Engineer/Senior/Lead-level engineers across Mechanical, E&I, Structural, Piping, Drilling, Naval Architecture, and Subsea disciplines.
- Coordinate technical interfaces between Basic Designers, sub-vendors, Classification Societies (ABS/DNV), and the fabrication/construction teams.
- Guide discipline engineers in technical discussions with Basic Designers, Classification Societies, and vendor specialists, stepping in directly on complex or contested matters.
- Drive the technical review of Basic, Detail, and Production Engineering packages to eliminate clashes, constructability bottlenecks, and material wastage.
2. Regulatory & Compliance Ownership (Singapore Context)
- Ensure all engineering designs comply with Classification Society rules and applicable Singapore Flag State requirements for the construction/reactivation scope.
- Serve as a key technical liaison between the yard and the rig owners.
- Uphold stringent safety-in-design principles complying with the Ministry of Manpower (MOM) Workplace Safety and Health (WSH) Act.
3. Execution, Schedule & Quality Control
- Establish the engineering execution plan, deliverable registers (MDRs), and key milestone schedules; actively mitigate engineering delays to protect the project's on-time, on-budget delivery.
- Lead Technical Query (TQ) and Change Management workflows, evaluating the cost, schedule, and safety impacts of design modifications.
- Spearhead factory acceptance testing (FAT) protocols and pre-commissioning engineering reviews for critical equipment and structures.
- Coordinate with the Asset Readiness Lead to ensure engineering inputs to the critical spares list and two-year spares list are complete and accurate.
Requirements & Qualifications
- Bachelor's or Master's degree in Mechanical, Marine, Offshore, Civil, or Structural Engineering from a recognized institution.
- Minimum 10–12 years of engineering design and execution experience in heavy industries, with at least 4 years in a dedicated Engineering Manager or Lead role.
- Direct experience delivering a major drilling rig upgrade/newbuild/reactivation project in a Singapore shipyard.
- Professional License: Registration as a Professional Engineer (PE) with the Professional Engineers Board (PEB) Singapore is highly advantageous.
- Tools: Proficiency in engineering management software, 3D design review tools (Navisworks, AVEVA Marine/PDMS, or SmartPlant), and project scheduling software (Primavera P6).
- Deep understanding of international standards (e.g., API, ASME, AISC) and Class Rules (ABS/DNV).
- Exceptional cross-cultural communication and leadership skills to align design offices, yards, and clients.
- Strong commercial acumen with a firm grasp of procurement constraints and change-order mechanics.
- A solutions-oriented mindset capable of resolving high-stakes engineering impasses under tight deadlines.
