For an upcoming drilling rig construction and reactivation project in Singapore, Peak Ocean is assembling an owner-side PMT. We are seeking a highly experienced HSE Supervisor (Registered Officer | WSHO Registered) to serve as a Client Representative in this role.
The Role: Client Representative — HSE Supervisor Inspection
As part of the Peak Ocean PMT, you will act strictly in the client's interest, reporting to the Senior/Lead HSE Supervisor. Your mission is to provide day-to-day safety oversight of the shipyard's construction activities, ensuring contractor compliance with Singapore's Workplace Safety and Health requirements and Peak Ocean's zero-incident safety culture.
- Conduct daily safety walkabouts and inspections across active work fronts, identifying and flagging unsafe conditions or practices.
- Verify contractor compliance with approved Risk Assessments / Method Statements (RAMS) and permit-to-work procedures.
- Monitor high-risk activities (lifting, working at height, confined space entry, hot work) for compliance with statutory and site safety requirements.
- Investigate minor incidents and near-misses, preparing factual reports and supporting corrective action tracking.
- Maintain HSE inspection records, toolbox talk attendance, and statutory registers as required under the Workplace Safety and Health (WSH) Act.
- Report daily safety observations, non-compliances, and open items to the Senior/Lead HSE Supervisor.
Requirements & Qualifications
- Diploma or Bachelor's degree in Occupational Safety and Health, Engineering, or a related discipline.
- Valid registration as a Workplace Safety and Health Officer (WSHO) with the Ministry of Manpower is mandatory.
- Minimum 3–5 years of HSE supervision experience in offshore/marine fabrication or shipyard construction.
- Working knowledge of Singapore's WSH Act and subsidiary regulations, permit-to-work systems, and high-risk activity controls.
- Excellent attention to detail and clear, factual reporting skills.
