For an upcoming drilling rig construction and reactivation project in Singapore, Peak Ocean is assembling an owner-side PMT. We are seeking a highly experienced Senior or Lead HSE Supervisor (Registered Officer | WSHO Registered) to serve as a Client Representative in this role.
The Role: Client Representative — Senior or Lead HSE Supervisor Inspection
As part of the Peak Ocean PMT, you will act strictly in the client's interest, reporting to the Construction Manager. Your mission is to lead safety oversight across the asset's construction/reactivation scope, upholding a zero-incident safety culture and ensuring the contractor's safety management system is robust,
enforced, and continuously improving.
- Lead and supervise the HSE Supervisor(s), reviewing their daily inspection findings and reports.
- Review and approve contractor Risk Assessments / Method Statements (RAMS) and permit-to-work procedures for high-risk activities.
- Lead investigations into safety incidents and near-misses, driving root-cause analysis and corrective/preventive action closure.
- Chair or co-chair site safety committee meetings, ensuring safety performance data is accurately reported to the Construction Manager and Project Director.
- Liaise with the Ministry of Manpower (MOM) and other statutory authorities on safety compliance matters, audits, and incident reporting obligations.
- Drive continuous improvement of the site safety culture, including toolbox talks, safety campaigns, and behavioral safety initiatives.
- Escalate significant safety risks to the Construction Manager and Project Director with clear mitigation recommendations.
Requirements & Qualifications
- Bachelor's degree in Occupational Safety and Health, Engineering, or a related discipline.
- Valid registration as a Workplace Safety and Health Officer (WSHO) with the Ministry of Manpower is mandatory.
- Minimum 8–12 years of HSE experience in offshore/marine fabrication or shipyard construction, with at least 3 years in a supervisory/lead HSE role.
- Strong working knowledge of Singapore's WSH Act, subsidiary regulations, and major-hazard/high risk activity controls in a shipyard environment.
- Proven track record leading incident investigations and driving safety culture improvement on rig construction, newbuild, or reactivation projects.
- Excellent attention to detail and clear, factual reporting skills.
