Job Title: Senior Manager, Human Resources (Payroll, Operations and System)

About the Role

The Human Resource Department plays a pivotal role in attracting, nurturing and retaining talent to ensure that IPOS International continues to be a competitive employer. Reporting to the Head of Human Resources, the candidate will lead the delivery of reliable HR operations, accurate payroll and benefits administration, effective HR governance, and continuous improvement of HR system and processes. The role is responsible for ensuring that core HR services are well controlled, audit-ready, service-oriented and aligned with IPOS International's business needs.

Job Responsibilities

1.HR Policies, Processes and Governance

  • Review, maintain and operationalise HR policies, processes and workflows to ensure clarity, consistency and compliance with prevailing requirements.
  • Oversee the administration of Code of Conduct matters, including staff declarations, work arrangements, business continuity requirements and related HR compliance processes.
  • Provide advice to employees and reporting officers on HR operations matters and ensure policy intent is translated into practical implementation.

2.HR Operations and Employee Lifecycle Administration

  • Oversee core HR operations across the employee lifecycle, including onboarding, confirmation, promotion administration, novation, secondment, transfers and offboarding.
  • Ensure HR records, documentation and workflows are accurate, timely and properly maintained for operational continuity and audit purposes.
  • Guide and support the team to deliver responsive, accurate and service-oriented HR support to management and employees.

3.Payroll, Benefits and Vendor Management

  • Oversee monthly payroll, benefits administration, statutory submissions and related payments to ensure accuracy, timeliness and compliance with MOM, CPF, IRAS and other relevant requirements.
  • Manage payroll and HR service vendors, including service delivery, issue resolution, controls, service standards and contract-related follow-up.
  • Manage the computation of merit increments, bonuses, allowances and other payroll-related payments.

4.Audit, Controls and Risk Management

  • Lead the preparation and response for internal and external HR audits, including coordination with stakeholders, provision of records and follow-up on audit queries.
  • Ensure HR documentation, processes, user access and control procedures are audit-ready and compliant with governance requirements.
  • Track audit findings and implement corrective actions promptly, including strengthening controls to prevent recurrence.

5.Manpower Budgeting

  • Lead manpower and HR department budgeting, reforecasting and related tracking.
  • Prepare HR reports, manpower data and analysis to support management decision-making, workforce planning and governance reporting.

6.HR System and Process Improvement

  • System lead for HR system administration, enhancements and HR operations workflows.
  • Work with vendors and internal stakeholders to resolve system issues, strengthen data integrity and improve user experience.
  • Identify opportunities to streamline HR processes, reduce manual work and improve the efficiency, reliability and scalability of HR operations.

Are you the one? Please write to us if you have/are:

  • A degree holder, preferably in Business Administration, Human Resources or a related discipline;
  • At least 8 years of relevant HR experience, including supervisory responsibilities;
  • Strong understanding of Singapore employment legislation and statutory requirements, including MOM, CPF and IRAS guidelines;
  • Hands-on experience overseeing payroll operations, benefits administration, employee lifecycle processes and HR records management;
  • Experience managing outsourced payroll or HR service providers, including service standards, issue resolution and process controls;
  • Experience supporting internal or external audits, governance reviews, risk controls and corrective action follow-up;
  • Experience with HR information systems, system administration, process improvement or implementation of HR system modules;
  • Strong analytical skills and excellent knowledge of MS Office, especially MS Excel;
  • Strong interpersonal, written and verbal communication skills, with the ability to engage stakeholders and explain HR policies and processes clearly;
  • Meticulous, discreet and professional in handling confidential information;
  • Prior experience in the public sector and in aligning subsidiary HR practices with parent company requirements are preferred but not mandatory; and
  • Able to work under pressure and manage multiple operational priorities in a dynamic environment.
