[What the role is]

The Senior Manager (Operations Development & Planning) supports the strengthening of operational capabilities across PA's Operations Cluster — comprising the Grassroots, Engagement, and Partnership Groups — by driving ops-tech integration initiatives and coordinating strategic planning efforts. The role works closely with HQ Divisions, Group Constituency Director Offices, and Constituency Offices to translate organisational strategies into effective ground operations and contributes to PA's mission of building a caring and united Singapore.

[What you will be working on]

  • Drive operations-technology integration initiatives through redesigned workflows and digital solutions, and sustain adoption via structured change management plans across the Operations Cluster by working closely with PA Divisions, CDDs, GCDOs, and COs.
  • Coordinate strategic planning efforts for the Operations Cluster by tracking workplan progress, conducting environmental scans, and preparing analytical inputs and management reports to support evidence-based decision-making across the Grassroots, Engagement, and Partnership Groups.
  • Support the implementation of new and existing programmes and schemes by coordinating with PA subject matter divisions and field units, monitoring progress against targets, and recommending adjustments to improve operational effectiveness.
  • Coordinate Operations Cluster platforms and meetings by managing agendas, preparing briefing materials, leading analytical and coordination work, and following up on action items to ensure alignment across the three Groups.
  • Facilitate inter-agency collaboration by working with Ministries, statutory boards, and government agencies to develop recommendations and ensure smooth execution of joint programmes and initiatives that contribute to Whole-of-Government outcomes.
  • Manage IT systems and data related to the Operations Cluster by monitoring system performance against PA operating standards, liaising with ICT Division and/or vendors to resolve issues, and ensuring data integrity to support operational planning.
  • Perform procurement, budgeting, and administrative functions for the Division, including raising purchase orders, managing fixed assets, and ensuring compliance with Government financial and procurement guidelines.

[What we are looking for]

Experience

  • At least 3–5 years of relevant experience in operations management, strategic planning, programme management, or a related field
  • Preferably with prior experience in grassroots, community development, or public sector operations; familiarity with ops-tech integration or digital transformation initiatives.

Skills

  • Strong analytical and critical thinking skills; ability to synthesise data and translate insights into actionable recommendations; excellent written and verbal communication skills including report writing and presentation
  • Strong project management and coordination skills with the ability to manage multiple workstreams and stakeholders concurrently
  • Preferably familiar with change management methodologies; experience with data visualisation or IT system management
