Strategic Sourcing Manager, Outsourcing

Meta is seeking a Strategic Sourcing Manager to lead outsourcing procurement initiatives that support the scale and complexity of Meta's global operations. In this role, you will drive end-to-end sourcing strategies for outsourced services — including business process outsourcing, managed services, and professional services — partnering with internal stakeholders across operations, finance, legal, and business units to deliver competitive commercial outcomes. You will be responsible for shaping supplier relationships, negotiating complex multi-year contracts, and building sourcing frameworks that balance cost efficiency, risk management, and operational performance at a global scale.
Strategic Sourcing Manager, Outsourcing Responsibilities:
- Develop and execute category strategies for outsourced services including business process outsourcing, managed services, and professional services engagements
- Lead competitive sourcing events such as RFPs, RFIs, and reverse auctions to identify and qualify suppliers capable of meeting Meta's operational and quality requirements
- Negotiate complex, multi-year outsourcing contracts including master service agreements, statements of work, and service level agreements in partnership with legal and finance teams
- Build and maintain strategic supplier relationships, conducting regular business reviews to assess performance against defined KPIs and contractual obligations
- Partner with cross-functional stakeholders including operations, finance, legal, and business unit leaders to align sourcing strategies with organizational priorities
- Conduct total cost of ownership analyses and financial modeling to support sourcing decisions and quantify savings and value delivery
- Identify, assess, and mitigate supplier risk across the outsourcing portfolio, including financial, operational, geopolitical, and compliance-related risks
- Develop and maintain sourcing playbooks, category benchmarks, and market intelligence to inform procurement decisions and improve team effectiveness
- Drive continuous improvement initiatives across the outsourcing category by identifying opportunities to consolidate suppliers, optimize contract terms, and improve service delivery outcomes
- Communicate sourcing strategies, recommendations, and outcomes to leadership through structured business cases and executive-level presentations
Minimum Qualifications
- 8+ years of experience in strategic sourcing, category management, or procurement with a focus on outsourced services, managed services, or business process outsourcing
- Experience applying AI tools or emerging technologies to improve sourcing workflows, supplier evaluation, or procurement decision-making
- Experience leading end-to-end sourcing processes including RFP development, supplier evaluation, commercial negotiation, and contract execution for complex outsourcing engagements
- Experience developing and applying total cost of ownership models, financial analyses, and business cases to support sourcing decisions
- Experience managing supplier performance through defined KPIs, service level agreements, and structured governance frameworks
- Experience collaborating with legal, finance, and business stakeholders to align procurement strategies with organizational objectives and risk tolerance
Preferred Qualifications
- Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
- Familiarity with outsourcing contract structures including gain-share models, outcome-based pricing, and tiered service level frameworks
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
- Experience sourcing outsourced services at a large-scale technology company or global enterprise with a complex, multi-geography supplier base
- Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
- Experience using procurement platforms and spend analytics tools to manage sourcing pipelines, supplier data, and category performance reporting
- Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
- Demonstrated ability to influence sourcing decisions and build alignment across cross-functional teams through structured written proposals and stakeholder engagement
