Overall Job Responsibility

We are seeking a dynamic and forward-looking Manager / Assistant Manager to support the development, implementation, and evaluation of caregiver support initiatives. The successful candidate will play a key role in identifying emerging caregiver needs, designing innovative support services, managing existing services, and driving partnerships that strengthen the caregiving ecosystem for families of persons with disabilities.

The role is ideal for an individual who is passionate to improve the quality of life of caregivers, enjoys translating insights into impactful services, and works well independently as well as in a team environment and with partner agencies.

Duties and Responsibilities

1. Service Development of New Initiatives

  • Identify emerging trends, gaps, and opportunities in caregiver support through environmental scanning, stakeholder engagement, and data analysis
  • Conduct needs assessments and engage caregivers, service providers, community partners, and government agencies to inform policy and service development
  • Conceptualise, design, pilot, and scale new caregiver support initiatives
  • Prepare proposals and funding submissions to support new initiatives
  • Develop programme frameworks, service models, resources, and implementation plans
  • Establish monitoring and evaluation frameworks to measure programme outcomes and impact
  • Prepare reports, presentations, and management updates for internal and external stakeholders
  • Coordinate meetings with internal and external partners
  • Drive innovation by leveraging partnerships, evidence-based practices and/or technology to enhance caregiver support

2. Service Management of Existing Initiatives

  • Oversee the implementation of 1-2 existing caregiver support initiative(s)
  • Manage service providers and/or vendors to ensure contractual and service delivery requirements are met.
  • Monitor performance, service quality, utilisation, outcomes, and budget expenditure of initiative(s)
  • Review and refine programme processes to improve effectiveness, efficiency, and user experience
  • Develop and/or maintain programme policies, funding contracts standard operating procedures, and governance processes
  • Review and develop new funding contracts, manage fund disbursement and ensure compliance with funding requirements, organisational policies, and regulatory standards

3. Additional Responsibilities (as needed)

  • Represent the division / organisation at interagency platform(s) e.g. workgroup, taskforce
  • Perform secretariat duties as required
  • Support the planning and coordination of divisional and organisational events and engagement sessions
  • Undertake any other duties as assigned to support the overall objectives of the division and organisation
Qualifications, Knowledge and Experience
  • Degree holder in any discipline
  • At least 3 to 5 years of relevant experience in service development and evaluation, service planning, policy implementation or service / programme management or related area
  • Experience in disability services, caregiver support, healthcare, community services or related sectors would be advantageous
  • Strong analytical and problem-solving skills, with good attention to detail and a client-centric mindset.
  • Strong stakeholder engagement and communication skills, with the ability to influence, present, and build partnerships
  • Comfortable with Excel and basic data handling (formulas and pivots). Able to compile and present data clearly for reporting purposes. Basic analytical thinking (identify trends, flag outliers)
  • Ability to manage multiple projects and priorities in a dynamic environment
  • Collaborative, resourceful, proactive and comfortable navigating ambiguity
