Key Responsibilities
Manage the full spectrum of Human Resource functions including recruitment, onboarding, employee relations, performance management, employee engagement and offboarding.
Lead end-to-end recruitment for engineering, technical, project management and corporate positions across Singapore and regional operations.
Partner with hiring managers on workforce planning, manpower budgeting and recruitment strategies to support business growth and EPC projects.
Prepare, review and administer employment contracts, contract renewals, confirmation letters, promotion letters, salary adjustment letters and other HR documentation.
Manage employee compensation and benefits administration, including salary benchmarking, annual salary reviews, bonus administration and employee benefits.
Coordinate and verify monthly payroll, ensuring accurate salary processing, overtime, allowances, deductions, leave records, CPF contributions and statutory compliance.
Oversee HR administration, maintaining employee records, HRIS, personnel files and ensuring confidentiality of HR information.
Manage Singapore Employment Pass, S Pass, Work Permit and other work pass applications, renewals and cancellations.
Handle foreign employee administration, including immigration requirements, medical examinations, accommodation coordination and regulatory compliance.
Liaise with the Ministry of Manpower (MOM) and relevant government agencies on employment-related matters.
Ensure compliance with the Singapore Employment Act, MOM regulations and company HR policies.
Support overseas employee deployment, mobilisation and demobilisation for regional EPC projects where required.
Coordinate employee insurance, medical benefits, leave administration and other employee welfare programmes.
Support employee relations matters, disciplinary cases, grievance handling and performance improvement initiatives.
Review, implement and continuously improve HR policies, SOPs and employment practices.
Support learning and development initiatives, succession planning and organisational development programmes.
Provide HR advisory support to management on employment legislation, HR best practices and people-related matters.
Work closely with Finance and Management on manpower budgets, headcount planning and HR reporting.
Support office administration and general administrative functions where required.
Requirements
Bachelor's Degree in Human Resource Management, Business Administration or a related discipline.
Minimum 5–8 years of progressive HR Generalist experience, preferably within the EPC, engineering, construction, oil & gas, petrochemical or industrial sectors.
Strong experience recruiting engineering, technical and project-based professionals.
Hands-on experience managing payroll coordination, compensation and benefits administration and HR operations.
Strong knowledge of employment contracts, salary administration, work pass applications and foreign manpower management.
Sound understanding of the Singapore Employment Act, MOM regulations, CPF and statutory employment requirements.
Experience supporting project-based organisations with local and foreign workforce administration.
Proficient in Microsoft Office and HRIS/payroll systems.
Strong organisational, communication and stakeholder management skills.
Able to work independently in a fast-paced and growing organisation.
Regional HR exposure within Southeast Asia would be an advantage.
Proficiency in English is essential. Mandarin will be advantageous for communicating effectively with Mandarin-speaking stakeholders and the head office in China.
