HR & Administration Manager (Semi conductor Industry)

We are a newly established construction company in Singapore, backed by an experienced management team from China. As our business continues to grow, we are looking for an experienced, proactive, and hands-on HR & Administration Manager to build and oversee our HR and office administration functions.

This is a key position offering the opportunity to establish internal processes from the ground up and support the company's long-term development.

Key Responsibilities

Human Resources

  • Manage the full employee lifecycle, including recruitment, onboarding, confirmation, performance management, and offboarding.
  • Prepare and administer employment contracts, HR letters, and employee records.
  • Handle work pass applications, renewals, cancellations, and liaise with MOM where necessary.
  • Maintain employee attendance, leave records, payroll coordination, and HR documentation.
  • Develop and implement HR policies, SOPs, and employee handbook.
  • Ensure compliance with Singapore employment regulations and company policies.
  • Support staff engagement, training, and performance review initiatives.

Administration & Office Management

  • Oversee daily office operations and administrative functions.
  • Coordinate with external vendors, service providers, landlords, and government agencies.
  • Manage office procurement, facilities, company assets, and general office administration.
  • Organize company meetings, travel arrangements, and business events.
  • Maintain company licenses, records, and statutory documents where applicable.

Team Management

  • Lead and supervise 1–2 HR/Admin Assistants.
  • Allocate work, provide guidance, and improve team efficiency.
  • Establish efficient administrative processes and continuously improve workflow.

Requirements

  • Diploma or Bachelor's Degree in Human Resources, Business Administration, or a related discipline.
  • At least 5 years of HR and Administration experience, preferably in the construction or engineering industry.
  • Good knowledge of Singapore Employment Act, MOM regulations, payroll practices, and HR administration.
  • Experience in work pass administration (EP, S Pass, Work Permit) is preferred.
  • Strong organizational, communication, and problem-solving skills.
  • Able to work independently and handle multiple priorities.
  • Experience in setting up HR and administrative systems from scratch will be an advantage.
  • Proficient in Microsoft Office applications.
  • Bilingual in English and Mandarin (spoken and written) to communicate effectively with English-speaking stakeholders and Mandarin-speaking management, employees, and business partners.
