About the Role
This is a pivotal role for a versatile professional who thrives at the intersection of education technology, complex government operations, and digital transformation.
You will partner with business and technology teams to shape student placement experiences through thoughtful, human-centred digital solutions — bridging innovation with operational rigour, and translating ambiguous needs into well-defined, deliverable outcomes. A key part of this role involves developing a deep understanding of the organisation's placement processes and systems, and providing hands-on support to the business in the planning and execution of placement exercises. Over time, you will also contribute to the team's efforts to explore how AI and LLM capabilities can be applied to improve and automate business rules testing — reducing reliance on manual testing and building more resilient, repeatable practices.
What You Will Be Working On
You will be a key member of a cross-functional project team, collaborating with stakeholders, product managers, product ops, and vendors to deliver leading-edge digital solutions for the education sector. Your work will span the full product lifecycle — from discovery and requirements definition through to deployment, adoption, and continuous improvement.
Specifically, you will:
•Develop a thorough understanding of the organisation's placement processes, policies, and underlying systems — including the business rules, data flows, and operational dependencies that govern how placement exercises are planned and run.
•Provide direct operational support to the business team during the planning and execution of placement exercises, serving as a reliable bridge between business operations and the technical systems that support them.
•Partner with business teams to elicit citizen, student, and agency needs using human-centred and visual methods, applying design thinking and service design methodologies to identify gaps and co-develop future-state solutions.
•Evaluate and recommend suitable technologies in alignment with the client's technology directions, including cloud-first approaches, enterprise architecture principles, legacy modernisation, and the Singapore Government Tech Stack.
•Develop user stories, functional and technical specifications, and acceptance criteria in close collaboration with Government Tech and agency's teams.
•Ensure product readiness for smooth deployment, adoption, and ongoing operations — including assessing change impact, proposing improvements, and working with support teams to resolve technical issues.
•Analyse impact of requested changes and propose improvements to continuously address changing business needs, working with the support team to understand and resolve technical problems.
•Document and maintain up-to-date knowledge of placement process workflows, business rules, and system configurations to support continuity and institutional knowledge retention.
•Build deep knowledge of agency's broader business and operational context to proactively identify opportunities for digital transformation and process improvement, including within the placement domain.
•Support the team in surfacing new problem spaces and opportunities for the agency's broader digital agenda.
Technical Competencies
Beyond core business analysis, this role requires genuine technical depth across quality assurance, system integration, and AI-assisted workflows.
LLM Integration & Prompt Engineering. You have hands-on experience designing, testing, and optimising prompts for Large Language Models (such as GPT or Claude) within enterprise contexts. You understand how LLM outputs behave in production, can evaluate integration quality, and are able to translate business intent into well-structured prompt and workflow designs — including for testing and quality assurance use cases.
Code Review & Quality Assurance. You are comfortable reviewing vendor-delivered code across common programming languages (Go), with a focus on security, performance, and maintainability. You are proficient with code review platforms such as GitHub, GitLab, or Bitbucket, and familiar with quality gate practices in a DevOps pipeline.
System Log Analysis & Monitoring. You can analyse application logs and system performance metrics to troubleshoot issues and support operational stability.
Experience with log management and monitoring tools such as the ELK stack, Splunk, or equivalent platforms is expected.
System Integration & Architecture Awareness. You have a working understanding of API integrations, data flows, and system architecture — sufficient to support the design and review of AI/ML-integrated solutions and to engage meaningfully with solution architects and engineering teams.
Added Advantage: AI-Assisted Business Rules Testing. Candidates who have explored or applied LLMs to automate the generation and validation of test cases derived from complex business rules will stand out. This includes experience designing prompts and workflows that translate natural language business logic into structured test scenarios, identifying boundary conditions and edge cases, and integrating outputs into automated testing pipelines. While not a prerequisite, this capability aligns closely with the team's direction and will be given significant weight in the evaluation.
What We Are Looking For
You bring at least 5 to 7 years of experience in technical business analysis roles, with a strong grounding in software development lifecycle and DevOps practices. You have a proven track record working in Agile, product-centric teams and can demonstrate hands-on experience across discovery, prototyping, and delivery.
Experience supporting or analysing large-scale operational exercises involving complex eligibility rules, allocation logic, or multi-stakeholder coordination will be a strong advantage. Familiarity with the organisation's placement systems is a plus, though not a prerequisite. Candidates who additionally bring experience applying AI or LLM tools to business rules testing or quality assurance automation will be particularly well regarded.
Beyond technical skills, you are a strong communicator and facilitator — able to engage stakeholders across levels, influence without authority, and pitch ideas with clarity and conviction. You are comfortable holding multiple workstreams concurrently and are always looking for smarter ways to apply technology to real-world needs.
