Job Summary

Assist the Department Head in managing daily HR functions at the Branch, including compensation, benefits, talent acquisition, compliance, performance management, employee relations, and HR operations.

Responsibilities

  • Support line managers by providing guidance on talent acquisition, medical benefits, learning & development, employee relations, performance management, compliance, and execution of HR programs
  • Prepare and manage the annual manpower budget and job matching exercises to align staffing needs with business goals
  • Develop medical insurance renewal proposals and detailed reports for external brokers and submit to Head Office for approval
  • Conduct annual reviews of HR policies and procedures to ensure compliance and relevance
  • Oversee monthly payroll processing and annual income tax filing in coordination with outsourced service providers
  • Perform annual reviews of outsourcing service providers in compliance with MAS Outsourcing Guidelines and Head Office requirements
  • Manage third-party vendor relationships, including annual evaluations, contract renewals, rate negotiations, and onboarding of new vendors as needed
  • Lead end-to-end recruitment processes including sourcing, interviewing, offering, and negotiating employment terms
  • Prepare and submit monthly headcount reports to Head Office and labour market surveys to regulators promptly
  • Execute ad-hoc HR tasks and projects as assigned by the supervisor or Branch Manager

Required competencies and certifications

  • Degree in Human Resources Management or related discipline
  • Minimum 7 years of HR generalist or Compensation & Benefits experience within the banking industry
  • Proven experience managing full-spectrum HR functions including talent acquisition, learning and development, employee relations, and HR operations
  • Strong analytical and problem-solving skills with the ability to analyze HR data effectively
  • Ability to apply critical thinking, sound HR judgment, and institutional knowledge
  • Demonstrated capability to multi-task, prioritize effectively, and maintain high attention to detail and accuracy
  • Resourcefulness and proactivity in managing ambiguous situations
  • High market awareness of employment practices and learning & development trends in private banking
