Team Lead – Payroll Administration & Processing

PERSOL Outsourcing is partnering with a leading government agency responsible for greenery, biodiversity conservation and urban ecosystem management. We are looking for HR talents to join their team!
JOB RESPONSIBILITIES
Lead and oversee end-to-end payroll operations, ensuring timely, accurate, and compliant payroll processing
Review and approve payroll transactions, reconciliations, statutory submissions, and payroll reports
Supervise payroll activities, monitor service levels, and provide guidance to team members on complex payroll matters
Manage payroll exceptions, escalations, audits, and regulatory compliance, including CPF, IRAS, and statutory reporting
Lead payroll system enhancements, UAT, process optimisation, and implementation of new payroll initiatives
Partner with internal stakeholders, Finance, HR, and external vendors to resolve operational issues and improve service delivery
Analyse payroll trends, prepare management reports, and recommend continuous process improvements
Coach and mentor team members while ensuring operational excellence and compliance with organisational policies
Minimum Diploma in Human Resource, Business Administration, Accountancy, Finance, or a related discipline
Minimum 3 years of relevant supervisory experience in payroll operations
Strong knowledge of Workday, Excelity, CPF, IRAS, payroll governance, and maker-checker controls is an advantage
Experience managing end-to-end payroll operations, statutory submissions, and payroll reconciliations
Strong leadership, stakeholder management, and problem-solving skills
Public sector payroll or HR Shared Services experience will be an advantage
WORKING HOURS / LOCATION
Mondays – Thursdays, 8.30am to 6pm; Fridays, 8.30am to 5:30pm
