Contract Engineer

Key Accountability
- Prepare accurate and competitive cost estimates and tender proposals for Electrical & Instrumentation (E&I) works in the oil & gas / petrochemical sector.
- Ensure timely submission of tenders and proposals in compliance with client requirements and company standards.
- Support the Tender & Proposal team in securing profitable projects through sound costing and pricing strategies.
- Safeguard the accuracy, consistency and confidentiality of costing and pricing information.
Duty and Responsibility
- Review tender /RFQ documents, drawings, specifications and scope of work for E&I projects.
- Attend Site Visit/ Site Briefing/ clarification meetings.
- Prepare detailed cost estimation covering materials, manpower, equipment, subcontractor works and overheads.
- Source and evaluate quotations from suppliers and subcontractors for E&I materials and services.
- Prepare Bill of Quantities (BOQ), pricing schedules and cost breakdown for tender submission.
- Liaise with engineering, procurement, project and operations teams to obtain technical and commercial inputs.
- Identify commercial and technical risks, clarifications and assumptions to be raised during tender preparation.
- Compile, format and submit complete tender/ proposal packages within deadlines set by clients or management.
- Maintain organized records of tenders submitted, costing history and pricing databases for reference, and support post-tender clarifications and negotiations.
- Review contract clauses and highlight key points to superior and management.
- Review insurance, bond and liability requirements and highlight key points to superior and management.
- Read and understand all legal contract clauses relevant and important to the tender.
- Interact and update client and management regularly on the work progress and perform any other duties directed by immediate supervisor.
Qualification and Experience Required
- Diploma or Degree in Electrical Engineering, Instrumentation Engineering or related discipline
- Minimum 4 years of relevant experience in costing, estimation or tender/ proposal preparation, preferably within the oil & gas or petrochemical industry.
- Sound knowledge of E&I equipment, materials and installation works.
- Proficient in Microsoft Excel and costing/ estimation software of tools.
- Good analytical, numerical and problem-solving skills with high attention to detail.
- Strong communication and coordination skills to liaise with internal teams, suppliers and clients.
- Able to work under tight deadlines and manage multiple tenders concurrently.
