Assistant Manager, Programme (Accounting and Audit)

To lead and support the effective administration, governance and continuous improvement of professional qualification programmes and examinations, including accreditation, exemption assessments, stakeholder engagement, and operational processes, while ensuring quality, compliance, and efficient delivery of candidate and institutional services.

Programme and Examination Governance

  • Lead end-to-end planning, coordination and quality assurance for professional qualification examinations (including Singapore CA Qualification), including exam development timelines, trial sittings, exam operations, post-exam reviews and issue resolution.

  • Work with examiners, reviewers, vendors and internal teams to ensure assessment deliverables are completed to agreed standards, with risks, comments and exceptions followed through in a timely manner.

  • Oversee examination-related communications and support arrangements, ensuring candidates and stakeholders receive clear guidance on requirements, timelines and processes.

  • Coordinate with ISCA’s international offices on SCAQ-related matters, including agreements, MOUs, programme outreach, joint initiatives, partner discussions and follow-up activities, ensuring arrangements are properly documented and aligned with approved programme requirements.

Accreditation, Exemptions and Pathway Support

  • Manage local institution accreditation and re-accreditation reviews, and support overseas accreditation reviews within agreed turnaround times.

  • Oversee exemption assessments and related clarifications, ensuring decisions are consistently documented and aligned with approved policies and learning outcome requirements.

  • Support engagement with educational institutions and internal teams to address pathway, degree recognition and candidate progression matters.

Governance, Compliance and Reporting

  • Manage departmental payment tracking, contract follow-up, budget monitoring and forecast inputs, working with Finance and vendors to ensure timely closure of outstanding items.

  • Maintain accurate programme statistics, dashboards and management reports for internal and external stakeholders, including ad-hoc analysis to support decision-making.

  • Coordinate audit, data protection, process documentation and SOP follow-up actions, including vendor-related documentation, data retention requirement and refresher briefings where required.

Process Improvement, Systems and Team Support

  • Lead or support programme improvement projects, including assessment format changes, syllabus or learning material updates, and enhancements to candidate-facing processes.

  • Work with system and platform vendors to resolve operational issues, strengthen processes and ensure business continuity during peak examination and reporting periods.

  • Identify opportunities to use automation, analytics and productivity tools to improve accuracy, reduce manual work and support scalable operations.

  • Accountancy degree from a recognised university. Holding a CA (Singapore) or equivalent professional qualification is preferred.

  • At least 5 to 6 years of working experience in accountancy related fields. Having experience in education or adult learning would be an advantage.

  • Able to work independently as well as in a team. ·

  • Ability to prepare and carry out well-articulated presentations. ·

  • Good written and oral skills. ·

  • Able to work on selected weekday evenings or weekends where required to support examinations, learning support initiatives, candidate and partner engagement events, and institute-wide events.
