Senior Quality Assurance Engineer (QA/QC)

About the Role

We are looking for an experienced and proactive Senior Quality Assurance Engineer to join our project team. The successful candidate will play a critical role in driving quality excellence across all phases of construction, ensuring compliance with project specifications, statutory requirements, industry standards, and client expectations.

This role is best suited for an independent professional with strong technical knowledge, excellent attention to detail, and proven experience managing QA/QC processes on large-scale construction or infrastructure projects. You will work closely with project managers, consultants, subcontractors, and site teams to uphold the highest standards of quality while supporting timely project delivery.

Key Responsibilities

  • Develop, implement, and continuously improve Project Quality Assurance and Quality Control (QA/QC) Plans, Inspection & Test Plans (ITPs), Method Statements, and quality procedures.
  • Lead site quality inspections, surveillance activities, audits, and witness testing to ensure compliance with approved drawings, specifications, contract requirements, and statutory regulations.
  • Monitor construction activities to ensure workmanship and materials meet project quality standards.
  • Review and approve material submissions, inspection records, method statements, and QA documentation before site implementation.
  • Identify, investigate, and manage Non-Conformance Reports (NCRs), ensuring timely implementation and verification of corrective and preventive actions (CAPA).
  • Liaise closely with clients, consultants, subcontractors, and internal project teams to resolve quality-related issues effectively.
  • Coordinate inspections with consultants, authorities, and third-party testing agencies.
  • Maintain comprehensive QA/QC documentation, including inspection records, test reports, material approvals, quality registers, and handover documentation.
  • Monitor quality KPIs and prepare regular quality reports for project management.
  • Support project teams during internal audits, ISO audits, consultant inspections, authority inspections, and project handover.
  • Promote continuous improvement initiatives and foster a strong quality culture across the project team.
  • Mentor and guide junior QA/QC personnel where required.

Requirements

  • Diploma or Bachelor's Degree in Civil, Mechanical, Electrical, Building Services Engineering, or a related discipline.
  • Minimum 10 years of relevant QA/QC experience in the construction, engineering, or infrastructure industry.
  • Proven experience working on large-scale commercial, industrial, infrastructure, or mixed-development projects.
  • Strong understanding of Singapore construction standards, BCA requirements, quality management systems, and engineering codes.
  • Familiarity with ISO 9001 Quality Management Systems and internal/external quality auditing processes.
  • Excellent knowledge of inspection procedures, testing requirements, and quality documentation.
  • Strong analytical and problem-solving skills with the ability to identify root causes and implement practical solutions.
  • Excellent communication, coordination, and stakeholder management skills.
  • Able to work independently with minimal supervision while managing multiple priorities under tight project schedules.
  • Proficient in Microsoft Office and quality documentation systems.
  • Experience with BIM-enabled projects will be an advantage.
