Assistant Manager, QS

Responsibilities

  • Lead post-contract cost control for assigned project(s) and packages.
  • Monitor budget movements, committed costs, cost-to-complete, and cost risks; highlight variances to management.
  • Support value engineering / cost optimization during execution without compromising quality, safety, or programme.
  • Review cost implications of design development, changes in method statements, and site constraints; advise the project team on commercial impact.
  • Maintain and track VO/claim registers; follow up certification status and improve recovery to minimize commercial leakage.
  • Support negotiations and discussions with the Client/Consultant together with project management.
  • Lead QS team in assessing subcontractors’ monthly claims based on actual work done, contract terms, and proper supporting documents.
  • Manage downstream variations, rate build-ups, re-measurements, and final accounts to achieve fair outcomes and protect the Company’s position.
  • Ensure payment responses /certifications are accurate, timely, and properly documented with a clear audit trail.
  • Coordinate with procurement, finance, and site teams to resolve measurement, valuation, and contractual issues with subcontractors/suppliers.
  • To check and review quotations comparison prepared by QS team prior for negotiation and award contracts
  • Support negotiation of contract terms and assessment of contract proposals
  • Draft, review and issue contracts and agreements (with Sub-Contractors and Suppliers)
  • Report major contractual/commercial status and key risk matters arising from site discussions to management, with recommended actions.
  • Support dispute avoidance/management by maintaining proper records, correspondence discipline, and compliance with procedures.
  • Coach and develop QS team members; ensure consistent use of templates, reporting formats, and commercial controls across the project.
  • Promote continuous improvement in cost reporting, claim management, and contract administration processes.

Requirements

  • Bachelor’s degree/ Diploma in Quantity Surveying, Civil Engineering or its equivalent
  • 10 years of relevant experiences in General Construction/Civil Construction experiences or its related field
  • Involve from pre-tender stage to post-tender stage
  • Proficient in computer skills and Microsoft Office Suite
  • Able to analyze financial records and apply data to improved results
  • Strong aptitude for numbers, spreadsheets, and financial reports
