Prepare the overall planning and rotation of Master & Chief officer for the entire fleet vessels

Prepare the overall planning and rotation of Master & Chief officer for the entire fleet vessels. Verify each Vessel Schedule from LMS and Identify the most convenient and economical port to plan for Master & Chief officer relief. Plan to Stagger Master & Chief Officer sign off one month apart. Avoid planning newly hired & new promotion Master & Chief Officer onboard same vessel.

Master Shipping Schedule & Progression Planning

Check the Vessel Schedule from LMS, review the vessel route and assign suitable Master based on their previous experience, last evaluation report performance, various port visa restriction (for onsigner and offsigner) and not exceeding the crew nationality count per vessel. Ensure to assign Master with relevant experience for certain route like Australia (Amsa inspection) / Chittagong / India/ US Service to handle the authorities. Plan MSTR to attend LNG Trainings & bunkering & clock sea time prior to joining LNG Vessels to ensure safe operation of the vessels. Handle due diligence in the forecast of manpower plans for Master to join bigger size Vessel to ensure sufficient manpower for our fleets.

Chief Officer Shipping Schedule & Progression Planning

Check the Vessel Schedule from LMS, review the vessel route and assign suitable Chief Officer based on their previous experience, last evaluation report performance, various port visa restriction (for onsigner and offsigner) and not exceeding the crew nationality count per vessel. Plan for experienced COFF to join vessel with Newly hired or Newly Promoted Mstr to assist them with the operations of ship.

Ensure to assign experienced COFF with relevant experience for certain route like Australia (Amsa inspection) & US Service to handle the authorities. Plan COFF to attend LNG Trainings & bunkering & clock sea time prior to joining LNG Vessels to ensure safe operation of the vessels. Handle due diligence in the forecast of manpower plans for Chief Officer to join bigger size Vessel to ensure sufficient manpower for our fleets.

Coordinate with QSSS Manager & Vessel Manager for Master & Chief Officer Assignment Plan

Handle the preparation of the Last Evaluation report and Propose the most suitable Master & Chief Officer Assignment plan to Vessel Manager & QSSS Manager for Final Approval. For MSTR without Australia experience, need to seek for MPD / Tech / QSSE final approval prior to deployment.

Ensure crew documentation compliance

Ensure all planned relievers' documentation and training are compliance and valid within their contract tenure and highlight to person in charge for following up of any pending documentation and training. Ensure all Senior Deck Officers have valid Hazmat Training and specific Ecdis Training & PSSR 2026 cert and completed PILCOPS Training prior to joining vessel.

Crew Readiness update in systems

Coordinate with Manning team and crew without manning for crew readiness update for vessel planning and to predict any shortage of manpower for recruitment.

Appraisal report for Master & Chief Officer

Trigger appraisal evaluation report for Master for other department to proceed with the submission. Ensure Vessel submit the appraisal report for all Chief Officer signing off for us to monitor their performance onboard. Follow up with Manning agent to ensure crew is briefed on the areas for improvement or to complete relevant Trainings prior to their next joining.

Checking PILCOPS completion status and follow up with crew for joining within 2 weeks period

Monitor and Follow up with the PILCOPS completion status for all joining Master & Chief Officer. Ensure that the crews complete PILCOPS two weeks prior to joining vessel. Follow up to prevent any delays in vessel joining.

Issue Hazmat online test and update the hazmat certificate in systems

Send Hazmat user guide to Master & Chief officer for them to complete Hazmat online training when required.

Upon crew completion of Training, send the crew details for Namtc to issue Hazmat Cert.

Send the Hazmat cert to crew and for PIC/ Manning agent to upload in bassnet.

Conduct Physical or Online Briefing with Master & Chief Officer prior to joining vessel

Conduct physical or online briefing with Master & Chief officer prior to joining vessel to brief them of the our assignment planning and to assist crew with regards to their queries.

Recruitment of Master & Chief Officer Candidate

Screening of the Biodata of potential Master & Chief officer candidates.

Issue CES test for selected Master & Chief Officer candidate and schedule recruitment interview with PMA Manager and MPD Crew Manager. Inform PMA India to issue Psychometric test for candidate whom pass Interview.

Gather all document and do reference check on the selected candidate. Fill up the recruitment form and submit to Crewing Committee for Approval for newly hired MSTR & Chief Officer. Once Approved, Plan a vessel assignment with 5-7 days overlap for the newly hired crew and check for all the documentation / arrange the required trainings and send to PIC for the joining arrangement.

Approval of Master & Chief Officer pre-employment medical examination (PEME) report

Review & approve all joining Master & Chief Officer pre-employment medical examination (PEME) report. Send the medical report and medical declaration form to our P & I doctor for further review in cases of medication issue and severe condition for medical clearance.

Ensure all crew are medically certified fit for boarding of the assigned vessels.

Analyse Manpower shortage

Analyse and review the shipping schedules so as to predict the shortage forecast of the the Master and Chief Officer boarding schedules.

Provide the relevant information and required expertise to the Manning Agent to recruit the crew with relevant experience to fill up the vacancy slots.

Newly Promotion Master & Chief Officer

Prepare the promotion matrix for Second Officer & Chief Officer and review crew appraisal reports/seatime/cert time/promotion criteria/Tap2O/solap & psa marine report for Senior deck officers' promotion.

Coordinate with the QSSE Manager to arrange promotion interview. Once candidate passed the promotion interview, obtain final Approval from the Crewing committee and update the crew of the promotion status. Plan for Newly Promoted Master to join small vessel (Non River port) with around 5-7 days of overlap for handover. Plan for Newly Promoted Chief Officer to join small vessel with 2-3 days of overlap for handover with departing crew to ensure seamless job transfer of duties.

Select and arrange Promotion Assessment Training for Crew

Select qualified Second Officer & Chief Officer for promotion assessment training (Tap2O /Solap & Psa Marine) and coordinate with training department to arrange the Training.

Identify & arrange training for potential Master & Chief Officer for LNG Vessels

Identify potential Master & Chief Officer candidate to attend Igf Basic & Advance Training, GTT & LNG Bunkering Training to ensure sufficient manpower for LNG Vessels. Arrange for Master to attend E class Model & Montevideo Training prior to joining LNG Vessels.

Prevents crew shortage due to required traning requirements not met.

To arrange Master Refresher Simulator Training on a monthly basis for all Master & Chief Officer

Identify and Coordinate with Training Department & Manning agents to arrange Master Refresher Simulator Training at Wuhan / Colombo / Indian / Singapore / Chittagong for all Master & Chief Officer.

Ensure crew attended Refresher Training at least every 3 Years.

Inhouse Specific & Wavelink Trainings

Identify and select the recommended crew based on competency for specific in-house Trainings & Wavelink Trainings

Handle the coordination with Training department for the necessary arrangements

Issue US Log

Issue US Log for crew or manning agent to apply for US C1/D visa

Source for potential Master or Chief Officer candidate to join CME as a roving officer

Coordinate with all Manning Agent or crew directly to identify good candidate for CME Roving Officer role for them to gain experience working on shore.

Onboarding of Newly Hired Master & Chief Officer

Plan assignment for newly hired crew based on their previous experience. Arrange for Parallel sailing period to ensure crew have sufficient time for familiarisation onboard our vessel. Create crew profile in bassnet, verify the crew qualification and documentation to ensure compliance with the competency matrix (flag state, STCW and MLC requirements/Type-Specific Ecdis/Hazmat/ passport / cdc/Pssr 2026). Issue the Specific Type Ecdis/Hazmat/ PILCOPS & Ecp Training for crew to complete prior to joining vessel.

Task Sheet to close Assessment Training Gap

Analyse and review the promotion assessment training reports to see if task sheet is required or any additional training is required. Inform Training department to assist to issue Task sheet for crew to complete onboard the vessel to close the assessment gap.

Analyse Thomas PPA Report

Analyse PPA report of the newly hired crew or new promotion Master based on their personality and behaviour report and arrange relevant training for crew if required.

Minimum Safe Manning Certificate

Coordinate with QSSE Manager & Vessel Manager to fill up the application form and submit to MPA / Mardep to apply for Minimum Safe Manning cert. Follow up with the Authority and send the new Minimum Safe Manning cert to Vessel and upload in Folder for record.

Issue letter for crew Seatime Experience

Assist crew to issue Seatime experience letter for them to renew their document
