The Opportunity

We are seeking a dynamic and detail-oriented Deputy Manager – HR & Office Administration to join our clients high-performing team. This is a unique opportunity to be at the intersection of people strategy and operational excellence in a fast-paced, global environment.

As a key partner to the Singapore HR Head, you will translate strategic HR priorities into seamless day-to-day execution while creating an exceptional employee experience. You'll lead HR operations and office administration for our Singapore entities, ensuring best-in-class service delivery, compliance excellence, and a workplace culture that inspires performance.

What You'll Do

Drive End-to-End HR Excellence

  • Orchestrate the complete employee lifecycle—from onboarding through offboarding—ensuring every touchpoint reflects our commitment to people excellence
  • Ensure flawless execution of HR transactions including contracts, employee records, confirmations, transfers, promotions, and organizational changes
  • Champion compliance with Singapore employment legislation, MOM regulations, and internal governance frameworks
  • Quality-assure HR documentation and processes, serving as the go-to expert for operational HR matters
  • Lead continuous improvement initiatives that elevate HR process efficiency and standardization
  • Optimize HR systems and employee databases for accuracy and usability

Deliver Exceptional Employee Benefits & Services

  • Administer comprehensive employee benefits programs including insurance, wellness initiatives, leave management, and employee assistance programs
  • Drive accuracy in HR reporting, data reconciliation, and record management
  • Support annual compensation reviews, bonus administration, and strategic employee communications

Enable Global Mobility

  • Oversee all work pass administration (EP, SPass, DP) with precision and timeliness
  • Coordinate seamless relocation and onboarding experiences for expatriate employees and their families
  • Ensure 100% compliance with immigration regulations and documentation requirements

Elevate Employee Experience

  • Champion employee engagement, wellness, recognition, and experience initiatives that make workplace exceptional
  • Serve as a trusted advisor to employees and managers on HR policies, procedures, and employee relations
  • Handle sensitive matters including disciplinary processes, grievances, and workplace investigations with professionalism and confidentiality
  • Create a culture of responsive, employee-centric HR service delivery

Lead Workplace Excellence

  • Lead and inspire the Office Administration team to deliver outstanding day-to-day office operations
  • Oversee facilities management, workplace services, vendor relationships, and office maintenance to world-class standards
  • Manage office budgets, procurement, and administrative contracts strategically
  • Ensure workplace health, safety, security, and business continuity protocols are maintained
  • Coordinate travel, visitor management, executive support, and workplace services seamlessly
  • Optimize office assets, inventory, and administrative resources

Develop Your Team

  • Provide coaching, mentorship, and daily guidance to HR Executives, Office Administrators, and support staff
  • Allocate work effectively, monitor performance, and ensure service excellence
  • Build team capabilities and foster professional growth

Ensure Governance & Compliance

  • Maintain rigorous compliance with internal policies including Code of Conduct, Data Privacy, Anti-Bribery & Anti-Corruption frameworks
  • Support internal and external audits through meticulous documentation and record-keeping
  • Drive continuous improvement through HR projects, process enhancements, system implementations, and policy development

What You Bring

Essential Qualifications

  • Bachelor's Degree in Human Resources, Business Administration, Management, or related discipline
  • 6–8 years of progressive HR experience with comprehensive exposure to HR operations and office administration
  • Deep knowledge of Singapore employment legislation, MOM regulations, payroll administration, and employment practices
  • Proven expertise in expatriate administration and immigration matters
  • Demonstrated ability to juggle multiple priorities and deliver excellence in fast-paced environments

Preferred Experience

  • Experience managing HR and administrative teams in regional or multinational environments
  • Track record of process improvement and operational excellence initiatives
  • Exposure to HR systems implementation and digital transformation
