Job Description
- Lead and manage all construction activities for the assigned LTA project to ensure works are executed safely, on schedule, within budget, and in compliance with contractual and statutory requirements.
- Plan, organize, and oversee construction sequences, methodologies, temporary works, site logistics, and resource allocation to achieve project milestones.
- Review and interpret contract documents, construction drawings, technical specifications, method statements, and engineering submissions, ensuring compliance with LTA requirements.
- Coordinate and supervise site engineers, supervisors, subcontractors, suppliers, and workforce to ensure efficient execution of construction works.
- Monitor construction progress against the master programme and recovery plans, implementing corrective actions to mitigate delays and achieve key milestones.
- Review and resolve technical issues, design discrepancies, and site constraints in coordination with the Project Manager, consultants, designers, utility agencies, and LTA representatives.
- Ensure all construction works comply with LTA Specifications, Workplace Safety and Health (WSH) Act, Environmental Control requirements, statutory regulations, and company quality management systems.
- Lead the implementation of approved Method Statements, Risk Assessments, Temporary Works, Traffic Diversion Schemes, Utility Protection Plans, Earth Retaining and Stabilising Structures (ERSS), and lifting operations where applicable.
- Coordinate with utility agencies and relevant authorities to facilitate utility diversions, protection works, inspections, and approvals.
- Monitor site productivity, manpower deployment, equipment utilization, material consumption, and subcontractor performance to optimize project efficiency and cost control.
- Lead regular site inspections, quality audits, and safety inspections to ensure compliance with project specifications, QA/QC requirements, and LTA quality standards.
- Chair and participate in coordination meetings, progress meetings, technical meetings, safety meetings, and site walkabouts with LTA, consultants, subcontractors, and other stakeholders.
- Ensure timely preparation and submission of construction programmes, technical submissions, inspection requests, progress reports, permits, as-built records, and other project documentation required by LTA.
- Identify project risks and implement mitigation measures to minimize impacts on safety, quality, programme, cost, and operational interfaces.
- Support testing, commissioning, Trial Operations (where applicable), defect rectification, and project handover activities to ensure successful project completion.
- Mentor and provide technical guidance to project engineers, supervisors, and site personnel to enhance team competency and project performance.
- Perform any other duties assigned by the Project Director or Project Manager in support of successful project delivery.
- Degree in Civil Engineering or an equivalent qualification recognized by the Professional Engineers Board (PEB) Singapore or relevant authorities.
- Minimum 10 years of engineering experience, with at least 6 years in construction supervision of large-scale infrastructure projects
- Experience in MRT, railway, or infrastructure projects under the Land Transport Authority (LTA) will be an advantage.
- Experience in traffic diversion works, utility diversion/protection works, and viaduct construction will be an added advantage.
- Good understanding of construction methodologies, project planning, quality management, workplace safety regulations, and statutory compliance requirements.
- Ability to interpret engineering drawings, specifications, and technical documents.
- Experience in coordinating with clients, consultants, subcontractors, and government authorities.
- Strong leadership, communication, interpersonal, planning, and problem-solving skills.
- Ability to work independently and effectively in a fast-paced construction environment.
- Familiar with Singapore construction practices, LTA requirements, and authority submission processes.
- Willing to work on-site, including night shifts, weekend work, or shift arrangements when required.
- Candidates who can commence work immediately or within a short notice period will have an added advantage.
