Position Overview
The Senior Finance & Treasury Executive will assume full responsibility for the financial management of the Group’s Singapore entity, covering all finance functions, including treasury management, bank financing, trade finance, financial reporting, budgeting, cash flow management, taxation, compliance, and internal controls.
This position will play a critical role in supporting the sustainable growth of the Singapore business. The Senior Finance & Treasury Executive will be responsible for establishing and maintaining strong working relationships with banks, insurance companies, auditors, and relevant internal departments.
The top priority of this role is to secure and manage sufficient banking facilities to support the company’s project tendering and project execution requirements.
As the direct supervisor and the core finance management team are based in China, the successful candidate must be fluent in Mandarin and able to communicate and collaborate effectively with the finance team and other colleagues at the China headquarters through regular virtual meetings, telephone calls, and written correspondence.
Key Responsibilities
1. Treasury Management, Bank Financing, and Trade Finance
Establish and maintain long-term relationships with local and international banks.
Lead banking facility applications, financing negotiations, facility renewals, and ongoing facility management.
Ensure that the company has sufficient banking facilities to support business operations and project requirements.
Manage working capital loans, bank guarantees, letters of credit, and other trade finance instruments.
Coordinate with insurance companies and insurance brokers on project and corporate insurance arrangements.
Prepare cash flow forecasts, funding plans, and liquidity analysis reports.
Monitor banking facility terms, utilisation levels, maturity dates, related fees, and documentation requirements.
Work closely with the commercial, project, and business development teams to support project tendering and execution.
2. Financial Management and Accounting
Take full responsibility for the Singapore entity’s full set of accounts and day-to-day financial operations.
Oversee accounts payable, accounts receivable, general ledger management, bank reconciliations, fixed asset management, and monthly closing.
Prepare accurate and timely monthly, quarterly, and annual financial statements and management reports.
Ensure compliance with Singapore accounting standards, tax regulations, statutory requirements, and Group finance policies.
Manage budgeting, financial forecasting, cost control, and financial analysis.
Coordinate annual audits, tax filings, corporate secretarial matters, and engagements with external professional advisers.
Establish and maintain robust and effective internal controls to safeguard the accuracy and integrity of financial information.
3. Group Reporting and Cross-Border Finance Coordination
Report directly to the Group Head of Finance at the China headquarters.
Serve as the primary finance liaison between the Singapore entity and the Group finance team.
Communicate regularly in Mandarin with the direct supervisor and relevant colleagues at the China headquarters.
Participate in virtual meetings, financial reviews, reporting discussions, and cross-functional coordination.
Implement Group finance policies, reporting requirements, and internal control procedures in Singapore.
Support the Group’s cross-border funding arrangements and other Group finance initiatives.
Qualifications and Experience
Bachelor’s degree or above in Accounting, Finance, Business Administration, or a related discipline.
Five to eight years of relevant finance experience, including management or team leadership experience.
Experience in EPC, power, construction, engineering, infrastructure, or other project-based industries is preferred.
Extensive experience in bank financing, banking facilities, and trade finance management.
Hands-on experience with working capital loans, bank guarantees, letters of credit, and other banking or financing instruments.
Ability to independently manage a full set of accounts.
Strong knowledge of Singapore accounting standards, taxation, audit requirements, and statutory compliance obligations.
Strong capabilities in cash flow management, budgeting, financial forecasting, and financial analysis.
Experience working with banks, insurance companies, auditors, corporate secretaries, and other professional service providers.
Strong leadership, stakeholder management, negotiation, and communication skills.
Proficiency in Microsoft Excel and accounting or ERP systems.
Language Requirements
Fluency in Mandarin is mandatory.
Ability to conduct business discussions, financial review meetings, and virtual meetings in Mandarin.
Ability to communicate professionally and clearly, both verbally and in writing, with the direct supervisor and colleagues at the China headquarters.
Strong written and spoken English is also required for communication with local banks, auditors, insurance companies, government authorities, and other external stakeholders in Singapore.
Preferred Qualifications
Professional accounting qualification, such as CPA, ACCA, CA, or an equivalent certification.
Experience establishing or improving finance functions for a newly incorporated company or a growing business in Singapore.
Experience in project accounting and the financial management of long-term EPC or power projects.
A proven track record of successfully obtaining or increasing banking facilities.
Previous experience working for a China-headquartered company or within a Mandarin-speaking multinational organisation.
Familiarity with cross-border funding arrangements and Group treasury management.

Establish and maintain strong, long-term relationships with banks and financial institutions.
Ensure effective cash flow planning and sufficient liquidity to support business growth.
Ensure that financial reports are accurate, timely, and compliant with applicable regulations and Group requirements.
Establish an efficient and effective communication and collaboration mechanism with the finance team at the China headquarters.
