[What the role is]

The Constituency Management Executive supports the smooth day-to-day operations of the Constituency Office (CO) by delivering frontline customer service, administrative support, and grassroots coordination. The role connects residents to PA's programmes and services and supports Grassroots Organisations (GROs) to function effectively. Through active outreach and community engagement, the incumbent contributes directly to PA's mission of building a caring and united Singapore.

[What you will be working on]

  • Frontline Customer Service & Outreach - Attend to public enquiries on CC activities, courses, and events; promote the Community Portal mobile application, CC membership, and programmes; support national initiatives such as CDC Vouchers; and maintain a welcoming, well-organised service environment that meets PA's service standards.
  • Community Volunteer & Neighbourhood Kakis Engagement - Share volunteering and Neighbourhood Kakis micro-job opportunities with residents; recruit suitable Community Volunteers (CVs) and Grassroots Leaders (GRLs) through frontline services; process volunteer registrations; and facilitate the appointment and re-appointment of GRO members to sustain an active and diverse volunteer pool.
  • GRO & Daily Administrative Support - Prepare and dispatch minutes of meetings for the CO and GROs; liaise with Grassroots Leaders on meeting attendance and follow-up actions; and administer Whole-of-Government (WOG) schemes such as the Edusave Merit Bursary (EMB) and Scholarship processes, including data entry, notification letters, and voucher sorting.
  • Course & Programme Administration - Assist in reviewing the relevance of CC courses; ensure letters of agreement are signed prior to course commencement; collect course payments promptly; and support the promotion of courses through digital platforms including onePA.
  • Finance & Cash Management - Ensure daily settlement is completed; maintain accurate cash collection worksheets endorsed by the duty manager; and bank in all cash collections within seven working days in accordance with PA's financial procedures.
  • Data & Records Management - Compile statistics for management reporting; maintain and update the customer database; manage e-filing; and ensure confidential documents are stored securely.
  • Digital Transformation & Process Improvement - Adopt redesigned workflows and digital tools introduced under PA's Community 2030 transformation agenda; provide ground-level feedback on new processes to support continuous improvement; and encourage residents and volunteers to use PA's digital platforms and services.
  • Functional Coordination & CO Support - Take on a designated functional coordinator role in Finance, Operations, or IT as assessed by supervisors; and assist the Deputy Constituency Director and Constituency Director in organising community outreach activities, PA projects, and PA Headquarters-assigned initiatives.

[What we are looking for]

· Experience - Experience in marketing, sales, customer service, or accounts management would be advantageous.

· Skills - Strong interpersonal and communication skills; ability to work with residents from diverse backgrounds; basic proficiency in Microsoft Office and digital platforms such as onePA; attention to detail for administrative and financial tasks; adaptability and openness to adopting new digital tools and workflows; and a service-oriented mindset aligned with PA's community mission.
