Deputy Manager
Down Syndrome Association (Singapore)
Down Syndrome Association (Singapore) seeks a temporary Deputy Manager (Corporate Services) for a period of six months with possibility of extension. The Deputy Manager will cover the duties of the Corporate Services Manager in her absence and support with key strategic organisational development initiatives during the contract period. The Deputy Manager supports the Manager in overseeing human resource, finance and administrative operations and ensures compliance with relevant laws and regulatory requirements. The Deputy Manager will also work closely with the Board and key management personnels in driving key strategic organisational development initiatives to enhance productivity and organisational excellence in operations, service delivery and governance.
Roles & Responsibilities
Finance & Financial Management
- Lead the full spectrum of finance functions including budgeting, management reporting, cash flow, accounts payable, accounts receivable and treasury management.
- Prepare annual organisational budget in collaboration with department heads and monitor budget utilisation.
- Present financial performance, variance analysis and key financial indicators to the Finance Committee and Board.
- Oversee annual external and internal audits and ensure timely completion of audit requirements.
- Manage banking relationships, investments and cash reserves.
- Support Finance Committee on investment strategy and execution
- Ensure policies and operations comply with statutory and regulatory requirements and standards.
- Monitor grant budgets, claims and utilisation reports to ensure compliance with funding requirements
Human Resource Management
- Oversee payroll administration, employee benefits and leave management.
- Oversee the annual performance appraisal exercise, ensuring timely completion, consistency and fairness across departments.
- Review organisation manpower requirements and support workforce planning.
- Oversee recruitment and hiring, talent retention and sucession planning.
- Ensure policies and operations comply with relevant laws, regulations and standards.
- Monitor key HR metrics and related risks.
Governance, Compliance & Risk Management
- Ensure policies and operations comply with statutory and regulatory requirements and standards.
- Coordinate general, board and sub-committee meetings, including preparation of papers and minutes where required.
- Support Enterprise Risk Management (ERM) and ESG initiatives through monitoring and reporting of key indicators.
- Ensure timely submission of statutory reports, grant reports and regulatory filings.
Administration & Corporate Services
- Oversee office administration, facilities management, procurement and vendor management.
- Ensure smooth day-to-day operations and business continuity across all centres.
Organisational Development
- Support development and implementation of improvement plan in accordance with guidelines and standards including but not limited to service standards,
- Organisation Health Framework for Social Services, and the PILLAR Framework
- Support strategic manpower planning initiatives including but not limited to workforce demand analysis, job redesign, talent and leadership succession planning.
- Support development and implementation of digitalisation plan and initiatives to improve productivity.
Leadership & People Management
- Lead, coach and develop the Corporate Services team.
- Allocate work, monitor performance and build team capability.
- Promote continuous improvement and service excellence across Corporate Services functions.
- Build effective working relationships with all stakeholders.
Requirement
- Degree in Accountancy, Certified Accountant (CA) or equivalent. Professional HR or payroll certification is an advantage
- At least 5 years of progressive experience in Finance, HR and Corporate Services, preferably in the non-profit or social service sector.
- Experience supporting Board and Committee governance.
- Experience in budgeting, audit, grants management and regulatory compliance.
- Experience leading HR processes including performance management, salary review and employee engagement.
