Role Overview
We are seeking an experienced Resident Technical Officer (RTO) to oversee and monitor construction works for a industrial building project in Singapore.
The RTO will be responsible for site supervision, inspection, quality control, coordination with consultants and subcontractors, and ensuring construction works are carried out in accordance with approved drawings, specifications, authority requirements, and project standards.
Key Responsibilities
Supervise and monitor daily construction activities on site.
Ensure works are carried out according to approved drawings, specifications, method statements, and project requirements.
Conduct inspections for structural, architectural, civil, and building works.
Coordinate with the Resident Engineer, consultants, site engineers, subcontractors, and suppliers.
Monitor workmanship and ensure compliance with approved materials and construction methods.
Raise and follow up on site issues, defects, and non-conformance works.
Coordinate Inspection & Test Plans (ITPs), inspections, testing, and approvals.
Check reinforcement, formwork, concrete works, waterproofing, masonry, finishes, and other building works as applicable.
Monitor progress and highlight potential delays or construction issues to the project team.
Ensure works comply with relevant Singapore Building Control requirements, JTC requirements, approved plans, and project specifications.
Assist with coordination of authority inspections and testing.
Review shop drawings, material submissions, method statements, and technical submissions from subcontractors.
Maintain daily site records, inspection records, photographs, checklists, and site documentation.
Support QA/QC activities, testing, commissioning, and defects inspection.
Monitor site safety practices and immediately report unsafe conditions to the appropriate project personnel.
Coordinate rectification of defects and ensure outstanding works are properly closed out.
Assist with TOP/CSC and project handover activities where required.
Requirements
Diploma or Degree in Civil Engineering, Structural Engineering, Building, or related discipline.
Valid BCA Resident Technical Officer (RTO) registration/accreditation or relevant qualification as required for the project.
Minimum 5 years of relevant site experience, preferably in industrial, commercial, institutional, or large-scale building projects.
Experience working on JTC industrial building projects will be an advantage.
Good knowledge of Singapore construction practices, building regulations, specifications, and QA/QC requirements.
Able to read and interpret architectural, structural, and engineering drawings.
Good site coordination and communication skills.
Able to work independently and manage multiple site activities.
Familiarity with inspection procedures, ITPs, RFIs, and quality documentation.

Candidate Profile
The ideal candidate is a hands-on and experienced RTO with strong site supervision skills and practical knowledge of Singapore building construction. Experience in industrial developments, reinforced concrete structures, architectural works, MEP coordination, and authority requirements will be highly advantageous.
