The Commercial Trading Compliance department is a key part of the Phillips 66 Global Ethics & Compliance(‘GEC’) group, and primarily supports the Phillips 66 Global Commercial trading activities. Reporting to the Sr. Director, Global Commercial Trading Compliance based in London, The Senior Advisor, CTC will primarily be responsible for supporting Commercial’s Crude, Refined Products and Renewables physical and financial commodity derivative trading activities, including providing timely and accurate compliance and regulatory advice; ensuring compliance with internal policies and external regulatory requirements; and conducting trade surveillance and monitoring activities.

The Senior Advisor, CTC will interact with many stakeholders across Phillips 66, including CTC’s global tea, Asia Commercial Trading, Legal, Risk Management, Internal Audit and Controllers. It will also require engagement with external stakeholders such as the exchanges; clearing brokers; and where appropriate Asia commodity derivative regulators.

What You’ll Do

  • Support P66 Commercial traders in trading European and international Crude, Refined Products and Renewables markets, including understanding relevant market rules; applicable regulations; and compliance requirements for new market authorizations.
  • Tracking relevant rules and regulations related to Crude, Refined Products and Renewables commodity derivative trading activity on exchange and over-the-counter. Ensure P66 traders are aware of their compliance obligations and responsibilities to the exchanges and applicable regulators.
  • Maintain awareness of Commercial’s Crude, Refined Products and Renewables trading strategies and new initiatives, so CTC can provide timely and appropriate compliance and regulatory support. Ensure regular engagement with key stakeholders, so that CTC is also seen as a valued and integral business partner.
  • Assist Global CTC Team in increasing P66’s trading personnel’s awareness of relevant rules and regulations, by creating and implementing tailored and engaging online and face-to-face learning modules.
  • Ensure P66 trader compliance of internal controls and policies, including authority limits, late trades, authority limits, etc. Maintain and enhance internal monitoring reports, and escalate potential internal policy violations to management.
  • Support the GEC Ethics Department and Chief Compliance Officer in conducting internal investigations of P66 trader behavior as required, summarizing key issues as appropriate.
  • Maintain compliance and regulatory knowledge of the UK FCA, US CFTC rules for Crude, Refined Products and Renewables markets.
  • Monitor changes to regulatory requirements and exchange rules and communicate impact to relevant internal stakeholders, including Trade Managers, Traders and back-office functions. Provide timely, accurate advice and guidance on compliance and regulatory issues.
  • Monitor compliance activities at regulatory agencies and inform managers, directors, and business units of new and changing regulatory environment
  • Communicate new or revised compliance documentation and policies to internal stakeholders.
  • Provide administrative supervisory support to the local compliance team including subject matter direction, support, and guidance as appropriate.

What You’ll Bring – Required

  • Bachelor's degree
  • 5 or more year(s) of experience supporting Commercial Trading with exposure to front and mid-office trading activities.
  • Working knowledge of Crude, Refined Products and Renewables and related commodity derivatives.
  • Engaged self-starter who can work independently demonstrating personal drive and taking own initiative yet can collaborate and work effectively in a global team.

What Makes You Stand Out

  • Familiarity with Energy Trading and Risk Management (‘ETRM’) systems such Allegro, RightAngle, Aligne and SAP4.
  • Knowledge of international regulations and operating frameworks for managing third party risk for an international energy trading organization. This includes conducting risk based due diligence on third parties, including anti-money laundering and international sanctions.
  • Working knowledge of PowerBI for creating tailored reports and dashboards.
  • Expert knowledge of regulations, exchange rules, relevant laws, and typical internal policies related to trading crude, refined products and renewables in Asia and internationally.
