Job Summary
We are seeking a proactive and dynamic Program Executive to manage and administer our Career Conversion Programme (CCP). In this role, you will be the primary point of contact for enterprises and mid-career individuals looking to reskill and transition into the construction sector. You will oversee the end-to-end administration, ensure strict compliance with government funding requirements, and actively engage industry stakeholders to drive program adoption. Your work will directly impact workforce development and talent transformation within the industry.
Key Responsibilities
1. CCP Administration & Compliance
- End-to-End Case Management: Oversee the end-to-end administrative workflow for CCP applicants, including company applications, candidate screening, eligibility verification, and enrollment.
- Funding & Claims Management: Manage the submission of funding claims and training allowances via government portals and online Financial Management Systems. Ensure all data entry is meticulous to prevent disbursement delays.
- Audit Readiness: Maintain comprehensive, audit-ready records of all program documentations, training attendance, and progress reports in compliance with regulatory requirements.
- Budget & Milestone Tracking: Track budget utilization, monitor program milestones (e.g., training completion, retention periods), and generate regular updates for internal management and external funding agencies.
- Logistics Coordination: Coordinate training schedules, facilitate onboarding briefings for companies and trainees, and handle administrative logistics.
2. Stakeholder Engagement & Enterprise Advisory
- Enterprise Advisory: Assist employers in understanding CCP frameworks, identifying skill gaps, and recommending suitable structured On-the-Job Training (OJT) blueprints.
- Relationship Management: Serve as the main liaison between the academy, participating enterprises, government agencies (such as WSG/SSG), and program trainees to ensure seamless communication and alignment of expectations.
- Feedback & Continuous Improvement: Gather regular feedback from participating companies and trainees to evaluate program effectiveness and propose enhancements to delivery and processes.
3. Outreach & Outreach Support
- Drive Participation: Support the execution of outreach and marketing strategies to promote the CCP to industry employers and potential mid-career switchers.
- Industry Matching: Assist in matching eligible job seekers with participating CCP employers where necessary to facilitate successful program placement.
- Education: Minimum Diploma or Higher Nitec in Business Administration, Human Resources, Public Relations and Communication, Marketing, or a related discipline.
- Minimum 2 years of relevant experience in Training Institutions, Trade Associations and Chambers (TACs), or continuing education sectors.
- Prior experience in administering government-funded programs (e.g., WSG, SSG frameworks) is highly advantageous.
- Strong command of written and spoken English.
- Familiarity with government funding portals and online claims procedures is strongly preferred.
- Proficiency in Microsoft Excel and other MS Office applications.
