## Job Summary
We are looking for an experienced Building Facilities Manager cum Fire Safety Manager to oversee the day-to-day operation, maintenance, safety, and statutory compliance of the company’s building facilities.
The role will be responsible for ensuring that all building systems and facilities are properly maintained, while also managing the company’s fire safety requirements, emergency preparedness, inspections, and compliance with relevant Singapore regulations.
## Key Responsibilities
### 1. Building & Facilities Management
* Oversee the daily operation, maintenance, and upkeep of company buildings, offices, warehouses, dormitories, and other facilities.
* Manage building services including electrical, mechanical, plumbing, ACMV, lifts, fire protection systems, access control, CCTV, and other M&E systems.
* Plan and coordinate preventive and corrective maintenance works.
* Monitor contractors and service providers to ensure works are completed safely, properly, and within agreed timelines.
* Obtain and evaluate quotations and make recommendations for repair, replacement, and maintenance works.
* Monitor maintenance contracts, service agreements, warranties, and renewal dates.
* Conduct regular inspections of facilities and identify potential maintenance or safety issues.
* Manage facility-related budgets and control operating and maintenance costs.
* Coordinate renovation, upgrading, and improvement projects when required.
### 2. Fire Safety Management
* Act as the company’s Fire Safety Manager (FSM) and oversee fire safety matters in accordance with applicable Singapore requirements.
* Develop, implement, and maintain the company’s Fire Safety Management Plan and emergency response procedures.
* Ensure fire protection systems and equipment are properly maintained, inspected, and tested.
* Coordinate regular servicing and inspection of fire alarm systems, sprinkler systems, hose reels, fire extinguishers, emergency lighting, exit signs, and other fire safety equipment.
* Coordinate with relevant authorities, contractors, consultants, and building management on fire safety matters.
* Organise and conduct fire drills and emergency evacuation exercises.
* Ensure employees are familiar with emergency procedures, evacuation routes, assembly areas, and fire safety requirements.
* Investigate fire-related incidents, near misses, and safety concerns and recommend corrective actions.
* Maintain proper records of fire safety inspections, servicing, testing, drills, permits, and statutory documents.
* Follow up on defects and ensure rectification works are completed promptly.
### 3. Workplace Safety & Compliance
* Conduct regular inspections to identify building, facility, and fire safety hazards.
* Ensure facilities comply with relevant MOM, SCDF, BCA, WSH and other applicable regulatory requirements.
* Coordinate statutory inspections, certifications, testing, and submissions where required.
* Maintain proper documentation and records for audits and regulatory inspections.
* Work closely with the HR and Safety teams on emergency preparedness, workplace safety, and employee awareness programmes.
### 4. Contractor & Vendor Management
* Source and evaluate suitable contractors and service providers.
* Supervise contractors carrying out maintenance, repair, upgrading, and fire safety works.
* Ensure contractors comply with company safety requirements and work permit procedures.
* Monitor contractor performance, service quality, costs, and response time.
* Verify completed works before approving invoices or recommending payment.
### 5. Emergency & Incident Management
* Take charge of facilities-related emergencies such as fire, power failure, water leakage, flooding, lift breakdown, ACMV failure, and other building emergencies.
* Coordinate with emergency services, building management, contractors, and internal departments during incidents.
* Develop and regularly review emergency response and business continuity procedures.
* Conduct post-incident reviews and implement preventive measures.
### 6. Team & Administrative Management
* Lead and coordinate facilities staff, technicians, security, cleaners, and other outsourced service providers where applicable.
* Prepare maintenance schedules, inspection reports, budgets, and management reports.
* Maintain an updated asset and facilities inventory.
* Recommend improvements to enhance building safety, reliability, efficiency, and cost effectiveness.
## Requirements
* Diploma or Degree in Facilities Management, Building Services, Engineering, Fire Safety, or a related discipline.
* Minimum 5 years of relevant experience in building facilities management, property management, engineering, or a similar role.
* Candidates with experience in fire protection systems and fire safety management will have an advantage.
* Possess valid Fire Safety Manager (FSM) certification/qualification recognised in Singapore, where applicable.
* Good knowledge of Singapore SCDF fire safety requirements, WSH requirements, and building/facilities regulations.
* Strong knowledge of building M&E systems and maintenance practices.
* Good contractor and vendor management skills.
* Able to manage multiple maintenance and facility projects simultaneously.
* Good communication, interpersonal, problem-solving, and organisational skills.
* Able to work independently and respond to building/facilities emergencies when required.
## Preferred Skills
* Experience managing industrial buildings, warehouses, construction facilities, dormitories, or commercial premises.
* Familiarity with fire protection systems such as fire alarm, sprinkler, hose reel, hydrant, and fire extinguisher systems.
* Experience dealing with SCDF inspections, fire drills, fire safety audits, and regulatory compliance.
* Good understanding of preventive maintenance programmes and facilities budgeting.
* Proficient in Microsoft Office and basic facilities management systems.
