[What You Will Be Working On]
Product Ownership & Discovery
• Own multiple product capabilities and epics end-to-end, shaping the product roadmap and priorities from discovery → delivery → launch → measurement and iteration.
• Understand user and business problems, define desired outcomes and success measures before committing to solutions.
• Use user research, data, experimentation and feedback to validate assumptions and inform product decisions.
• Translate product opportunities into clear hypotheses, user stories and acceptance criteria, and maintain a prioritised product backlog.
• Design user-centric experiences for consumer-facing digital and mobile products, working with UX/UI teams to create intuitive journeys that fit naturally into users’ daily
lives.
• Make trade-offs based on user value, business impact, evidence, technical feasibility and effort. Product Delivery & Execution
• Be accountable for delivery of your product areas, including scope, timeline, quality, risks, dependencies and operational readiness.
• Work closely with Engineering, Design, QA, Operations and vendors to deliver iteratively using Agile/Scrum practices.
• Manage delivery plans, milestones and RAID items, proactively resolving issues and escalating early with options and recommendations.
• Define and track product success metrics such as adoption, engagement, retention and behavioural outcomes, using product analytics, user feedback and experiments to validate hypotheses and drive continuous improvement. Vendor & Stakeholder Management
• Retain product ownership and accountability even where delivery is supported by external vendors.
• Set clear direction, priorities and expected outcomes for vendors rather than acting as an intermediary between stakeholders and delivery teams.
• Critically evaluate vendor recommendations and manage delivery performance, commitments, risks and dependencies.
• Align business, technology and other stakeholders towards common product outcomes and communicate progress, risks and trade-offs clearly.
Governance, Risk & Compliance
• Ensure product delivery complies with applicable government policies, security, data protection, privacy and operational requirements.
• Identify and manage product, delivery and operational risks throughout the product lifecycle.
• Work with Engineering, Security, Architecture and relevant governance teams to ensure appropriate controls and requirements are incorporated into solutions.
• Maintain appropriate documentation, traceability and governance while balancing compliance requirements with user experience and delivery effectiveness.
Team & Product Culture
• Operate as an owner, not a coordinator — proactively identify problems, challenge assumptions and drive issues towards resolution.
• Collaborate across Product, Engineering, Design, Data, Operations and vendors without rigid role boundaries.
• Contribute to continuous improvement, knowledge sharing and stronger product practices across the team.
• Demonstrate increasing ability to operate through ambiguity, influence stakeholders and take ownership of larger and more complex product areas.

• Experience in preventive health, wellness, lifestyle or other consumer digital products.
• Technical understanding of APIs, system integrations, data flows, system dependencies and modern digital architectures.
• Ability to discuss technical options and trade-offs effectively with engineers and vendors.
• Understanding of non-functional considerations such as security, performance, scalability, reliability and operational support.
• Experience with large-scale digital platforms, healthcare products or government digital services.
• Experience working within security, privacy, governance and compliance requirements.
[What We Are Looking For]
• Minimum Qualification: Diploma / Degree in IT or related discipline.
• At least 3 years of relevant experience in product management or digital product delivery, with experience owning and shipping digital products or capabilities.
• Strong outcome-oriented product thinking — able to frame problems, define success measures and prioritise based on evidence and impact rather than simply delivering requirements.
• Experience owning product capabilities from discovery and backlog management through delivery, launch and iteration.
• Strong execution discipline, including management of scope, timelines, risks, dependencies, stakeholders and vendors.
• Experience working with Agile product development teams and good understanding of Agile/Scrum practices.
• Strong analytical, problem-solving, stakeholder management and communication skills.
• Proactive and collaborative mindset, with the ability to challenge assumptions constructively and work beyond strict role boundaries.
• Comfortable operating through ambiguity and able to bring structure and clarity to complex problems.
• Experience working with external technology vendors while retaining internal ownership of product decisions and outcomes.
[Logistic]
The Product Manager shall report to a designated Reporting Officer in CIOO during the contract period. HPB shall provide the Work area and Laptop/desktop.
