Tank Terminal Manager

ACW Tank Terminal is seeking a highly competent, strategic, and hands-on Tank Terminal Manager to lead our specialized storage and logistics facility at 36 Penjuru Road.

The successful candidate will assume full accountability for the end-to-end management of the terminal, ensuring world-class operational excellence, impeccable safety standards, and robust financial stewardship. This role requires a proven track record in managing Major Hazard Installations (MHI), sophisticated plant maintenance programs, and complex logistical operations.

KEY PILLARS OF RESPONSIBILITY

1. Regulatory Compliance & WSH

Lead all Workplace Safety and Health (WSH) initiatives with absolute rigor. Take ownership of the

development, continuous review, and maintenance of comprehensive Risk Assessments, Quantitative Risk

Assessments (QRA), and Major Hazard Installation (MHI) safety cases. Ensure full and unwavering

compliance with all local statutory boards and authorities (e.g., MOM, SCDF, NEA).

2. Operational Excellence

Oversee and drive the day-to-day, end-to-end operational management of the tank terminal assets and

services, including:

Safe and efficient operation of 4 x 600cbm specialized chemical/liquid storage tanks.

Seamless coordination of blending, drumming, and integrated warehouse logistics.

Management and commercial optimization of the ISO Tank cleaning and repair depot.

Oversight of laboratory operations, strict quality control protocols, and product integrity validation.

3. Facility & Plant Maintenance

Direct and optimize comprehensive preventive and corrective maintenance programs for all terminal and plant

equipment. Focus on maximizing asset lifecycle, ensuring zero unplanned downtime, and maintaining the

highest standard of optimal asset integrity

4. Financial Stewardship

Take full ownership of Costing & Budgeting strategies for the entire terminal operation. Drive cost-efficient

operations, implement waste reduction measures, and closely monitor OPEX/CAPEX without compromising

safety, compliance, or service quality.

5. Performance Management

Establish clear operational standards and ensure the timely delivery of rigorous KPI reporting and

performance metrics to the senior management team. Foster a high-performance culture among the

engineering, operations, and administrative staff.

6. General Mandate

Execute any other critical duties as defined by the evolving needs of the business and provide agile leadership

to adapt to market and technical shifts.

REQUIREMENTS & QUALIFICATIONS

Bachelor’s Degree in Chemical Engineering.

Minimum 5–8 years of managerial experience within a chemical storage terminal, petrochemical facility, or Major Hazard Installation (MHI).

In-depth knowledge of local WSH regulations, QRA frameworks, and MHI safety.

Case preparation and submission processes.

Strong hands-on experience in tank terminal operations (storage, blending, drumming), ISO Tank depot management, and standard laboratory quality control procedures.

Exceptional leadership, communication, and stakeholder management skills with a strong ability to build a robust safety culture.
