We are an established ready-mixed concrete and construction company operating 15 batching plants across Singapore, with a workforce of over 250 employees and a monthly production of approximately 350,000 m³ of concrete.

We are seeking a highly capable Construction Project Manager to take full ownership of multi-plant ready-mixed concrete (RMC) production and the concrete supply and works we deliver to building construction projects in Singapore. The successful candidate will be accountable end to end for production planning, quality assurance, delivery performance, site coordination, cost control and workplace safety. The role requires strong technical depth in concrete technology, sound commercial judgement and the ability to lead a large multi-disciplinary team in a fast-paced, deadline-driven environment.

Key Responsibilities

Production Planning & Plant Operations

Take full responsibility for daily, weekly and monthly production planning across multiple batching plants, balancing customer orders, casting schedules, plant capacity, fleet availability and manpower.

Supervise batching operations so that every load is produced strictly to approved mix designs, specifications and standards, including SS EN 206 and project-specific requirements.

Plan and execute large continuous pours, mass concrete pours, night casting and time-critical deliveries, including contingency plans for plant breakdown, traffic delays and adverse weather.

Track production KPIs, including output, on-time delivery rate, rejected loads, returned concrete and material wastage, and put improvements in place to meet company targets.

Manage raw material inventory and coordinate with suppliers so that cement, aggregates and admixtures are always sufficient.

Quality Assurance & Technical Control

Establish, implement and enforce QA/QC procedures covering raw material acceptance, batching accuracy, fresh concrete properties and hardened concrete performance.

Oversee sampling and testing in accordance with SS EN 12350 and SS EN 12390, including slump, temperature and cube compressive strength testing, and analyse test data trends to detect issues early.

Lead investigations into low cube results, non-conforming concrete and customer complaints; determine root causes and carry out corrective and preventive actions (CAPA).

Prepare and present mix design submissions, conduct trial mixes and obtain approvals from consultants, Qualified Persons (QPs) and main contractors.

Advise customers on the appropriate concrete grade, workability, admixture use and placing methods for different structural elements and site conditions.

Project & Client Coordination

Serve as the main point of contact for main contractors and site teams on casting schedules, pour sequences, site access, pump arrangements and site readiness.

Attend site coordination and progress meetings, resolve technical, delivery and quality issues promptly, and escalate risks to management with recommended solutions.

Manage delivery orders, project documentation, variation requests and progress claims accurately and on time.

Commercial & Cost Management

Prepare, monitor and control project and plant operating budgets, including production costs, overtime, fuel, maintenance and material consumption.

Analyse cost per cubic metre and margins, and identify opportunities to improve efficiency and profitability.

Support management in costing, quotations and tenders for new projects.

Equipment & Fleet Management

Oversee preventive and corrective maintenance of the batching plants, truck mixers, wheel loaders and other equipment to keep breakdowns and downtime to a minimum.

Coordinate truck mixer deployment and dispatch, and make sure vehicles and drivers comply with LTA and Traffic Police requirements.
