Personnel / Human Resource Manager

* Good knowledge of Singapore Employment Act, MOM regulations, CPF, IRAS, and Work Pass administration.

* Experience in recruitment, employee onboarding, payroll administration, performance management, and employee relations.

* Familiar with applying and managing Employment Pass (EP), S Pass, and Work Permit (WP) matters.

* Experience handling foreign workforce administration, including work pass applications, renewals, quota monitoring, and regulatory compliance.

* Strong understanding of HR policies, disciplinary procedures, and HR best practices.

* Excellent communication and interpersonal skills, with the ability to interact effectively with employees, management, and external authorities.

* Strong organizational, problem-solving, and time management skills.

* Able to work independently, maintain confidentiality, and manage multiple priorities.

* Proficient in Microsoft Office applications (Word, Excel, Outlook) and HR/payroll systems.

* Fluent in spoken and written English; proficiency in Mandarin is an advantage to communicate effectively with Mandarin-speaking employees and external stakeholders.

Key Responsibilities

* Manage the full spectrum of Human Resource functions, including recruitment, onboarding, employee records, payroll coordination, performance management, training, and employee engagement.

* Handle Work Pass applications, renewals, cancellations, appeals, and compliance with MOM regulations.

* Monitor foreign worker quota, levy matters, and ensure compliance with employment legislation.

* Develop, review, and implement HR policies and procedures.

* Advise management on HR-related matters and employment legislation.

* Maintain accurate HR documentation and employee records.

* Liaise with government agencies, recruitment agencies, insurance providers, and external vendors.

* Support manpower planning and talent acquisition to meet business needs.

* Prepare HR reports and perform other HR and administrative duties as assigned.
