Job Summary:

The Assistant/Deputy Manager - Applications (Information Technology) is responsible for planning and overseeing multiple inter-dependent programmes across multiple years, impacting one or more business units or a larger project. This role involves ensuring the successful completion of programmes within defined scope, quality, time, and cost constraints. The incumbent will lead multi-disciplinary teams, collaborate with various stakeholders, and demonstrate strong leadership and communication skills.

Key Responsibilities:

Set programme management framework:

  • Provide inputs and support to develop programme management framework, tools, and systems.
  • Design training programmes for effective application of the framework.
  • Support governance of programme management framework through audits.
  • Guide Project Managers in adopting the framework.

Develop programme plan:

  • Create integrated programme plans, including detailed activities, resource planning, and cost estimation.
  • Collaborate with stakeholders to establish programme goals, objectives, and deliverables.
  • Review programme plan to determine time frame, funding limitations, and procedures.
  • Acquire programme requirements such as human resources, information, agreements, and technology.
  • Guide Project Managers to align plans with programme objectives.
  • Set expectations for periodic and milestone reviews, including status reports and risk identification.

Implement programme:

  • Drive programmes to meet schedules, budget, manpower, and quality targets.
  • Ensure documentation of scope changes, issues, and risks.
  • Collaborate with users, technical staff, and management to resolve implementation issues.
  • Conduct regular programme reviews and recommend adjustments as necessary.

Manage teams:

  • Oversee team management, including budgets, forecasting, work allocations, and staffing.
  • Develop staff through coaching, mentoring, and career discussions.
  • Define common goals, direction, and accountability among staff.
  • Implement effective performance management practices in line with organizational policies.

Job Requirements:

  • Degree in IT or Computing field.
  • 5-8 years of relevant working experience.
  • Knowledge of SAP FICO and Hana preferred.
  • Singaporean citizenship required.
